US Customs Special Policy

U S Customs and Border Protection(Abrv:CBP)stipulates foreign cargoes must submit AMS & finish filing ISF 10+2 before 24hours prior to date of on board.


1) AMS (America Manifest System)

Introduction:

The Automated Manifest System (AMS) is a cargo release notification and inventory control system. AMS integrates directly with the US Customs In-Bond and Selectivity systems used at US Customs Ports of Entry, as well as indirectly with the Automated Broker Interface (ABI). It facilitates quicker release and identification of low risk shipments.

The Automated Manifest System notifies participants electronically when their cargo is released (in many cases prior to actual arrival) and simplifies intermodal delivery and movement of cargo by trucks and rail through the In-bond process. Port authorities, Carriers, freight forwarders, container freight stations, and service bureaus may particpate in AMS.

AMS speeds manifest and waybill processing while reducing paper and hardcopy overhead. With AMS, participants receive more timely tracking data and US Customs provides more efficient service to importers.

The content of AMS shoud be including the following :

House BL Number、Carrier Master BL No、Carrier Name、Shipper、Consignee、Notify Party、 Place of Receipt、Vessel / Voyage、Port of Loading、Port of Discharge、Destination、Container Number、 Seal Number、Size/ Type、No. & PKG Type、Weight、CBM、Description of Goods、 Marks & Numbers。


2) ISF 10+2(Importer Security Filing 10+2 Stipulation)

To collect more targeted and useful information for anti-terror purpose, US Customs expanded under the original 24 Hour Rule structure, and added the 10+2 rule (i.e.Importer Security Filing/ISF). This additionalinformation need to be transmitted to US Customs 24 hours prior to on-boarding. Thisnew rule goes into effect on January 26th,2009,with a $5,000 penalty per violation

Canada Boarder Serivce Agency(Abrv:CBSA) stipulates foreign cargoes must submit ACI(Advance Commercial Information)before 24hours prior to date of on board
